Summary

  • Remove sudo apt upgrade from the Ubuntu dependency step in cpp-ci-serial-programs-base.yml.

Why

The Ubuntu clang job on main (run 39057056406) failed before compiling anything. apt upgrade was upgrading all 22 preinstalled packages that had updates (apache2, firefox, snapd, ssh, curl, tzdata, ...). The firefox package now installs a snap, and fetching it from api.snapcraft.io timed out with HTTP 408, so dpkg failed and the step exited with code 100.

None of those packages are used by the build. apt install still upgrades any dependency that clang-tools, libopencv-dev, libsystemd-dev or the libdpp .deb need, so the only change is that unrelated packages are no longer upgraded. Each Ubuntu job also gets about a minute faster.

Test plan

  • Ubuntu Default and Ubuntu clang CI jobs pass on this PR

🤖 Generated with Claude Code

`sudo apt upgrade` upgraded every preinstalled package on the runner
image (apache2, firefox, snapd, ssh, curl, tzdata, ...), none of which
the build uses. The firefox upgrade installs a snap, so the job depended
on api.snapcraft.io being reachable. An HTTP 408 from it failed the
Ubuntu clang build on main (run 39057056406) before compiling anything.

`apt install` still upgrades any dependency that the installed packages
need, so dropping the blanket upgrade only skips unrelated packages and
saves about a minute per Ubuntu job.
